... is the letter which was expected from the Lieutenant Governor for the Office of the 12 & 13 June. The further report now received merely confirms the correctness of views adopted by this Dept. which resulted in the despatch to ... of the 26 June. But in consequence of the report not being received earlier, it will be observed that Messrs. Barnell, ... may be mitigated, as they may re-export any Arms which they introduced into the Colony previous to the issue of the Proclamation, on condition however that the arms "are not shipped in Vessels destined for the Chinese Coast" [It should not be added?] "or for any place from which they would be likely to reach China".
The Proclamation is also being published in the Gazette.
Write Report to Governor in reply to his despatch No. 83 III.
Embody the text of the Law Officer's letter relating to the reshipment of Arms.
State that the Proclamation has been published in the Gazette, as desired by the Acting Governor.
Guided by the instructions contained in despatch of 26 June.
Acknowledge Mr. Bernett's letter.
Send a copy of the Proclamation to the French Agent with a request to publish it in their Gazette.
